The question has now been answered, as Need for Speed Heat's official website indicates that there will be 127 cars to start with. These include rides from manufacturers like McLaren, Porsche, Volvo, Ford, Chevrolet, and more.

This is quite a large starting selection of vehicles, especially given the likelihood that there will be more cars to arrive via DLC down the road. While this may not necessarily be paid DLC, as was the case with 2015's Need for Speed which had free content later on, Need for Speed Heat may eventually get updates that add unpaid content at some point in the future.
